SUMMARY OF DUTIES: This position is responsible for providing executive level leadership to an investigations unit of the OIG consisting of criminal and administrative investigators who investigate alleged violations of fraud, waste, abuse and/or misconduct in programs and operations within or financed by Amtrak or linked to its operations. This position will develop cases for criminal prosecution, civil and/or administrative action, preparing concise, logical reports of investigations and summaries, including recommendations for prosecutive and corrective actions for Assistant US Attorneys, grand juries, or judges. This position has responsibility for formulating and implementing programs, project policies, guidelines, standard operating procedures and work quality standards for case management, acquisition and preservation of evidence and reporting requirements. The incumbent will provide direction to a team of investigators required to plan and conduct highly complex criminal, civil and administrative investigations that are extremely sensitive, keeping the Deputy IG and IG fully informed. This position manages the Revenue Protection function within OIG investigations unit and is responsible for recruiting and training a qualified staff of professional criminal investigators, ensuring all training programs are in compliance with legal requirements embracing best practices of the OIG/law enforcement community.

EDUCATION: Bachelors degree in related field or an equivalent combination of education, experience, and training.

PREFERRED EDUCATION: Masters degree in related field.

WORK EXPERIENCE: Experience directing Federal law enforcement activities that meet all DOJ requirements. Experience in an OIG-type environment handling complex, sensitive investigations.

PREFERRED WORK EXPERIENCE: OIG experience with white-collar crime. Extensive work experience with Federal criminal and civil law, practice and procedures.

OTHER REQUIREMENTS: Strong leadership and interpersonal skills. Ability to develop/manage a national criminal investigative program and ability to establish and maintain positive working relationships at all levels of the corporation including senior leadership and outside agencies including Department of Justice and other government departments/agencies to support Amtrak OIG goals. Ability to work in a fast-paced environment with competing priorities.

COMMUNICATION AND INTERPERSONAL SKILLS: Superior written and verbal skills essential. Ability to produce documents in a well-written, organized manner and ability to effectively communicate with all levels of management.

SUPERVISORY RESPONSIBILITIES: Supervises a staff of approximately thirty (30).

TRAVEL: 50%
