Position Title: Capital Programs Officer

SUMMARY OF DUTIES: Assists the Chief, Capital Programs in management of projects undertaken within the Amtrak security capital investment program. Prepares statements of work and project scope in support of requests for information and requests for quotations (RFPs, RFIs, RFQs) issued by Amtrak Procurement Department. Identifies potential technical and system solutions for application to risk mitigation objectives. Monitors project reports and status. Devises test and acceptance protocols for experimental projects designed to mitigate terrorism risks in high vulnerability areas. Prepares and presents status charts and briefings related to assigned duties.

EDUCATION: Bachelors degree from an accredited college/university with extensive coursework in Planning, Accounting, Business Administration, Industrial Security or Risk Management, or an equivalent combination of education, experience, and training.

PREFERRED WORK EXPERIENCE: Extensive experience with Project Management, RFP/proposal writing, in a government/military setting. Familiarity with Department of Homeland Security transit security grant programs.

OTHER REQUIREMENTS: Proficiency in Microsoft Office: Word, Excel, Access and Outlook.
