POSITION: Senior Contracting Agent Construction

DUTIES: This position will perform procurement assignments of a complex nature and high dollar value requiring substantial and varied experience in construction procurement field or related area. Specific functional skills include but are not limited to planning, solicitations, recommending awards, carrying out negotiations and resolving conflicts, claims and disputes. Major emphasis will be in the construction sector with high dollar and volume awards/modifications made to Architect-Engineering (A&E) design firms, construction management and construction contractors to perform various Amtrak infrastructure improvements and upgrades. Position is responsible for analyzing price and cost data and incumbent must be capable of making good, sound, practical business recommendations. Incumbent must demonstrate understanding of Amtrak Operations and be capable of producing quality results on a consistent basis with tight deadlines.
EDUCATION: Must have Bachelors Degree in Business Administration, or related field or the equivalent combination of education, training and/or experience. Prefer advanced courses/certification in pertinent business, engineering, legal or other related areas.
WORK EXPERIENCE: Must have demonstrated relevant construction industry experience. Senior level experience in the solicitation and administration of major construction projects or comparable complex projects or programs. Prior satisfactory job performance is required.
OTHER REQUIREMENTS: Demonstrate knowledge of the construction industry with proven capabilities to effectively carryout contract administration. Self starter with initiative, good analytical and common sense approach to problem solving. Ability to achieve consensus in situations where conflicting views, interests and perspectives may exist. Prior satisfactory job performance. Capable of coordinating efforts with numerous stakeholders and support functions. Ability to achieve objectives within tight time constraints.
COMMUNICATION & INTERPERSONAL SKILLS: Strong oral & written skills sufficient to interact with technical, vendor & legal staffs to qualify new vendors, resolve vendor specification conflicts and finalize contracts.
