DUTIES: The Program Director Track Production is responsible for the planning, directing, scheduling, scope, and budget for the capital program track construction under the direction of the Director Production Field Operations. This position is responsible for the integration of support services for staff and division personnel in support of various and multiple project budgets, scopes, and schedules. Directs, plans and implements long-term programs for capital and maintenance track construction projects. Responsible for the integration of the track departments construction and maintenance projects with other disciplines to ensure effective implementation and workforce management. Monitors and records productivity to ensure efficient use of all resources and makes the necessary adjustments and procedural changes as required. This position coordinates with the design, planning, and operations departments to ensure they are properly informed of project status and required resources are available from within and outside of the department. Ensures all programs and projects are completed according to scope, schedule, and budget, as well as in compliance with Amtrak, FRA policies and procedures.
EDUCATION: Bachelors Degree in Engineering or related field or the equivalent combination of education, training, and/or experience. Prefer Masters Degree in Engineering or professional certification.
WORK EXPERIENCE: Must have extensive experience in railroad operations, procedures, construction and maintenance methods. Demonstrated technical experience in track systems, policies and procedures. Prefer demonstrated experience in managing complex programs in an operating environment and supervisory experience. Prior satisfactory job performance is required.
OTHER REQUIREMENTS: Must be qualified, or the ability to be qualified, in MW1000, NORAC, RWP, AMT 2, applicable FRA rules and regulations. Project Management, MS Office, financial tracking software and PC experience.
COMMUNICATION AND INTERPERSONAL SKILLS: Must have demonstrated experience communicating orally and in writing within and outside of the company. Ability to work effectively with multiple team members.
SUPERVISORY RESPONSIBILITIES: Will supervise 5 Non-Agreement and 100+ Agreement positions.
TRAVEL: 75%.
