POSITION: Project Manager C&S
DEPARTMENT: Engineering

INTERNAL AND EXTERNAL APPLICANTS

DUTIES: Plan, budget, schedule, and direct Amtrak force account and technical contract service employees relative to Signal and Communications construction.

Provides detailed schedule of C&S construction efforts, establishing task priorities for project construction and coordination of force account labor with outside contractors and internal departments.

Responsible for all aspects of project management including scope, schedule and budget.

Ensures timely C&S material delivery required to progress the appropriate tasks of the C&S construction schedule.

Instructs field personnel on proper application of construction practices.

Develops signal cutover procedures.

Provides site-specific technical expertise to ensure that all work performed meets Amtrak and industry guidelines and standards.

Monitors project progress and implements effective controls to maintain project scope, schedule and budget.

Coordinates the efficient use of labor, material, equipment, and other resources.
Notifies engineering management of impending constructability issues and recommends possible solution.

Reports all problems or unusual occurrences that may affect on-time performance to the Program Director C&S Production.


EDUCATION: Must have a Bachelors degree in engineering or related field, or the equivalent combination of education, training and/or work experience. Demonstrated experience in signal construction practices is preferred.

WORK EXPERIENCE: WORK EXPERIENCE: Must have demonstrated experience and thorough knowledge of train operations, railroad C&S construction methods. Demonstrated skill using PC-based work processing, spreadsheet and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analysis and presentations.

Demonstrated experience in working with multiple team members.

Demonstrated experience communicating orally and in writing within and outside of the organization.

Proven ability in the exercising of considerable judgment and initiative.

Some experience in Planning/Scheduling, Administration and Project Management.

Some experience in using Amtrak business systems such as Work Element Explorer (both versions), FIS, AAMPS, SAP in capturing data related to the operations, plans and budgets of an organization.

Some experience with construction management, including railroad force account.

Some experience with the finance system, invoice processing, 2306 processing.
Prior satisfactory job performance is required.

PREFFERED WORK EXPERIENCE: Demonstrated experience in Project Management, Planning/Scheduling.

Demonstrated experience in managing complex programs in an operating environment.

Working knowledge of signal construction practices and FRA applicable standards.

Working knowledge of BRS and ARASA Agreements.

OTHER REQUIREMENTS: Must have knowledge of FRA regulations, NORAC, AMT2, RWP, AMT 23/27.

COMMUNICATION AND INTERPERSONAL SKILLS: Demonstrated experience communicating orally and in writing within and outside of the organization.

SUPERVISORY RESPONSIBILITIES: ARASA / BRS agreement

TRAVEL: 50%
