SUMMARY OF DUTIES: The Chief of Staff performs high level administrative, financial and operational activities representing the Chief Operating Officer's office which include but are not limited to: developing and implementing organizational processes to strengthen internal workflows and improve coordination between operations, administration, finance and communications; developing and implementing the organization's business continuity efforts; acting as the point of contact between top management and employees or other stakeholders; managing relationships and projects; tracking and organizing priorities; managing all internal and external communications and serving as a staff advisor regarding operational and policy issues.
EDUCATION: Bachelor's Degree in Business Administration, Finance, or a related field(s)or an equivalent combination of education, experience, and training.
PREFERRED EDUCATION: Master's Degree in Business Administration, Finance, or a related field(s).
WORK EXPERIENCE: A minimum of ten year's experience including five years in a managerial administrative capacity. Demonstrated project management skills/problem solving skills; and experience analyzing quantitative and qualitative information. Excellent organizational, planning, and financial skills. Proven ability to develop and maintain productive business relationships with people at all levels within and outside of the organization. Demonstrate ability to effectively collaborate and influence others to achieve both department and organizational goals. Prior experience with Continuity of Operations and operational exercises.
PREFERRED WORK EXPERIENCE: Prior experience conducting Business Impact Assessments.
OTHER REQUIREMENTS: Facilitate all senior leadership meetings by planning agendas, previewing and critiquing presentations and reports, raising the readiness of presenters, and driving outcomes and follow-up plans. Act as a conduit for communicating the vision and implementation of the COO's mission. Produce reports and executive briefings at the request of the COO and/or the President & CEO. Coordinate with the COO, in planning policy development and implementation through the execution of the budget and other policies. Design and implement methods for tracking projects, analysis, deliverables, internal coordination and communication needs on a day-to-day basis. Coordinate with COO and CEO to provide leadership to Amtrak's Continuity of Operations efforts, organizing and directing a cross-functional team to ensure the organization's Mission Essential Functions are operational. Chair Operations Policy Committee comprised of the heads of each department under the COO's purview. Review and sign off on each Operations Department's budget. Act on the COO's behalf in the approval/denial of e-Trax requests.
COMMUNICATION AND INTERPERSONAL SKILLS: Excellent interpersonal, communication and conflict resolution skills.
SUPERVISORY RESPONSIBILITIES: None.
TRAVEL: 20-25%.
