POSITION: Deputy Chief Mechanical Officer - Terminals
DEPARTMENT: Mechanical

RATE OF PAY: $130,000 - $170,000

INTERNAL AND EXTERNAL APPLICANTS

DUTIES: Provide system-wide operational direction of carhouses, yards, engine houses, and service & inspection terminals of the Mechanical Department. Ensure compliance with fleet management plan for the nationwide equipment fleet and labor union contracts, as well as establish programs and standards for maintenance and inspection. Interface with Transportation management regarding movement of Amtrak rolling stock to nationwide equipment maintenance centers for repair and scheduled maintenance. Organize subordinates to demand the highest level of compliance with Quality Standards and Mechanical Procedures, manufacturer manuals, commuter service contracts and regulatory agency requirements. Expected to be a change agent for risk and safety performance management, drive improvement in availability and reliability of equipment, and improve on-time performance. Oversee development, execution and reporting of division operating and capital budgets. Enhance staff leadership skills and team building for succession planning; develop and organize continuous improvement work teams through process management, engineering and statistical methodologies; develop and execute multi-year strategic business plans working collaboratively and cohesively with Transportation, Operations Planning, Marketing and other departments to achieve corporate goals and objectives.

EDUCATION: Must have a Bachelors Degree in Engineering, Management, Administration or related field; will consider equivalent solid combination of education, training, work experience, leadership and other relevant skills.

WORK EXPERIENCE: Must have extensive mechanical experience to include demonstrated experience in a leadership role with progressive management responsibilities in the railway transportation industry.

OTHER REQUIREMENTS: Demonstrated experience with process engineering, service contract negotiation, quality management, safety management, budgeting, industrial relations, human resources, as well as line operational experience in the rolling stock maintenance environment of railway mechanical terminal operations. Must be proficient with railway applicable industry, state and/or federal regulations, including but not limited to AAR, FRA, EPA, OSHA.

COMMUNICATION AND INTERPERSONAL SKILLS: Must have excellent verbal, written, and excellent presentation skills.

SUPERVISORY RESPONSIBILITIES: 7 direct; 3175 indirect

TRAVEL REQUIREMENTS: 40%
